I personally think it should be semi usable. I.e, that all the main
functionality works. TBH I'd happily release it now in the current state,
with just the fix for adding items to the service manager.

Specific date to work to might give us greater encouragement. And a sense
of urgency. Then maybe a release periodically after that, say every 4 or 6
weeks. At which point we would decide based on testing and feedback from
previous release if it's an alpha or a beta. But obviously we wouldn't make
the final release 'until it's ready'
