[openlp-dev] New/Undecided Bugs

My view is:

   - Retire the Wiki
   - Use a bug report - wishlist as a way to track and record the issue.
   - Add link on the forums to the bug report so it can be found.

This keeps it simple and builds on what we have.
Wish bugs can then be tracked to code and releases.

Keep the Wish bugs simple and try not to be clever with tags as they have
generally proved to be wrong!
