[openlp-dev] Testing - New Library

[Tim and Alison Bentley]

I have started to update the tests to pytest and this now means we need to
have pytest-qt installed as well.
The GITLAB runners have been updated but you also need to add to your local
machines.
Debian and derivatives have it in the package manger but Fedora needs to be
installed from PIP.
