[openlp-dev] Settings and Testing

I have now completed the removal of the Settings() call in the code.

Removal and refactoring of Settings() from all the tests is underway but
will take more time.

To fix some of the issues with the code and tests there has been the need
to add pytest-qt to the tool list.  You will need this to run all the
tests.  Each platform has a different way to install this package but the
docker definitions have clues to help.
